I dont know what u mean by engineers im guessing u mean plumbers but it sounds like to me thatr u dont have enough gas volume at the unit for it to ignite.....did u have anything on gas before this was added?.....also if u already had gas...did the installers size the line right to add that extra amount of BTU's that the unit would be pulling?.....theres alot of things that can go wrong with gas heaters, furnaces etc etc,....also the combi boiler sounds alot like a Rinnai water heater.....since it is still under warranty i would get the guy to come back out again and ask them to make sure there is enough gas volume going to the unit....they can test this using a manometer and see what the water column is.....thats what it sounds like to me is ur not getting enough gas to the unit

Could be any number of things.
Air intake restricted
Exhaust restricted.
Fan not operating correctly.
Flame sensor out of position.
Even a fault with the electronics.
Don't fiddle with it if is only 6 months old..
Still under warranty..
If you are not happy with the repair ask for it to be replaced.
if they don't...contact consumer rights
